What do the 2024 coaching centre guidelines require?
The Ministry of Education Guidelines 2024 ask centres with more than 50 students to register each branch, admit nobody under 16, cap teaching at 5 hours a day, refund pro-rata within 10 days and run a counselling system.

Quick answer: the Guidelines for Registration and Regulation of Coaching Centre 2024 (Ministry of Education, 16 Jan 2024) are a model for states: the binding rules for your centre come from your state law, if it has one. The model applies to centres with more than 50 students and asks for registration per branch with renewal, no enrolment below 16 years or before the secondary exam, graduate tutors, no misleading promises of ranks or marks, pro-rata refunds within 10 days including hostel and mess, no fee increase during a course, at most 5 hours of coaching a day, a weekly off, a counselling system and complaints resolved within 30 days. Penalties escalate from ₹25,000 to ₹1 lakh to revocation. Check your state's Act for the thresholds and numbers that apply to you.
Who do the guidelines apply to?
They apply to coaching centres with more than 50 students. Because they are guidelines issued as a model, each state decides how to adopt them. Some states have their own Acts with different thresholds (for instance Rajasthan over 100 students, and older laws in Bihar and Uttar Pradesh with far lower numbers). Read the state comparison guide to see which threshold applies where. If you run branches, registration is per branch.
What are the main requirements at a glance?
| Area | Requirement | What to do in the office |
|---|---|---|
| Registration | Register every branch; renew on time | Keep the certificate number and expiry on file; set a renewal alert |
| Student age | No enrolment below 16 years or before the secondary exam | Check date of birth or Class 10 result at admission; log any owner override |
| Tutors | At least graduates; no misleading promises of ranks or marks | Keep qualification proofs; review ad copy before publishing |
| Website disclosures | Tutor qualifications, fees, refund policy and outcomes | Publish them and keep the page current |
| Fees | Receipts and a prospectus; no fee increase during a course | Lock the fee structure after enrolment; give a receipt for every payment |
| Refunds | Pro-rata refund within 10 days, including hostel and mess | Use a documented formula and a 10-day timer |
| Space | At least 1 sq m per student | Compare room area with batch size |
| Timetable | No more than 5 hours a day, no coaching during school hours, weekly off, no test the day after the off | Validate the timetable before it is published |
| Batches | No segregation of batches by performance | Keep results private; avoid merit-wise batch names |
| Wellbeing | A counselling system; complaints resolved within 30 days | Keep a counsellor directory and a grievance register |
Why is the age 16 rule important for admissions?
The guidelines say a centre should not enrol a student below 16 years or before the student has passed the secondary examination. In practice, check date of birth against an official document on the admission day, and record the check. If your state law differs (the enacted Rajasthan text, for example, has no minimum-age clause, though the MoE guideline age applies as a model), follow the stricter reading unless your lawyer advises otherwise. Keep an owner override option with a written reason, because genuine exceptions exist and you will want an audit trail.
What does the 5-hour rule really mean?
- Cap: no more than 5 hours of coaching per day for a student, which includes doubt sessions if they are scheduled classes.
- School hours: no coaching during school hours, so morning batches for school students need to finish before school or evening batches start after it.
- Weekly off: one day off every week, and no test the day after the weekly off.
- Timetable check: add up each student's classes across all subjects and batches, not each batch alone. A student in a Physics batch and a Maths batch can break the cap even if each batch is under 5 hours.
How should refunds and fees be handled?
The guidelines call for receipts for every payment, a prospectus stating the fees and the refund policy, and a pro-rata refund within 10 days that includes hostel and mess charges. They also say fees should not be raised during a course. A "non-refundable" clause in an old admission form does not override the law where it applies. Read how to calculate a coaching fee refund for formulas and worked examples, and try the coaching fee refund calculator.
How must you handle counselling, wellbeing and grievances?
The guidelines expect a counselling system and complaints resolved within 30 days. The Supreme Court's direction in Sukdeb Saha v. State of Andhra Pradesh (25 Jul 2025) goes further and covers all educational institutions including coaching: a mental-health policy, at least one trained counsellor where there are 100 or more students, helplines such as Tele-MANAS (14416) on display, no performance-based batch segregation, staff training twice a year, and anonymised wellness records with an annual report.
What are the rules on advertising results?
Separately from the MoE guidelines, the CCPA's guidelines on coaching advertisements (13 Nov 2024) prohibit claims such as "100% selection". When you feature a topper, show their rank, the course they took and whether they paid. Use a student's name or photo only with written consent taken after the result is declared.
How do you get compliant step by step?
Preparing a coaching centre for the 2024 guidelines
Step 1: find your law
Check whether your state has a coaching Act or rules and what student-count threshold applies to each branch.
Step 2: register and display
Register each branch, keep the certificate and expiry, and print the registration number on receipts, prospectus and advertisements.
Step 3: fix admissions
Add an age check (16 or secondary exam passed), a written owner-override reason and a fee structure that does not change mid-course.
Step 4: write the refund policy
State the pro-rata formula, the 10-day timeline and hostel and mess treatment on the website and prospectus.
Step 5: audit the timetable
Add up hours per student, check school hours, the weekly off and the day-after-off test rule.
Step 6: set up wellbeing
Appoint a counsellor, display helplines, open a grievance register with a 30-day target and train staff twice a year.
How can software support the rules?
A rule-pack engine can switch rules on by state and student count, block admissions under the age gate unless the owner records an override, lock fees mid-course, print the registration number on every receipt, validate timetables and run a refund timer. It cannot make you compliant, and we do not claim it does: Acavya is built to help you meet these requirements. See the coaching centres solution for how each part works.
Are the 2024 guidelines a law I can be fined under?
They are a model for states. Penalties and enforcement come from your state law. Where your state has no Act, the guidelines still show the standard regulators and parents will expect.
Does the 50-student threshold count all branches together?
Our notes say registration is per branch; whether students are counted per branch or per centre depends on the state wording. Check your state text and ask your lawyer.
Can I admit a 15-year-old for a foundation course?
The model guideline says no enrolment below 16 or before the secondary exam. Some states differ, so check your state law, and record any owner override with a reason.
Do online coaching centres need to follow these rules?
Our notes do not settle this. Treat refunds, advertising claims and wellbeing duties as applying, and ask your lawyer about registration for an online-only business.
