What does the Rajasthan coaching law require of a coaching centre?

The Rajasthan Coaching Centres (Control and Regulation) Act, 2025 is enacted but its start date is not yet confirmed, and once in force it requires every centre with more than 100 students to register each branch for 3 years, offer at least 4 equal instalments and refund a full payer’s unused fees pro rata within 10 days.

Is the Rajasthan coaching Act in force yet?

Older summaries quote a 50-student threshold. That number comes from the Bill: before it was passed, the Assembly’s Select Committee raised the threshold to 100 students and cut the penalties from ₹2 lakh and ₹5 lakh to ₹50,000 and ₹2 lakh. Our state-by-state comparison sets this Act beside other states and the national model, and coaching laws by state shows which laws we have checked.

How is a mid-course refund worked out?

Take a centre with 150 students and a one-year course from 1 Apr 2026 to 31 Mar 2027, which is 365 days. A student who paid ₹60,000 tuition and ₹36,500 hostel fees in full applies in writing to leave on 13 Jun 2026, after 73 days.

Worked example: refund on leaving after 73 of 365 days
Fee headPaid in fullValue of 73 days usedRefund due
Tuition₹60,000₹12,000₹48,000
Hostel₹36,500₹7,300₹29,200
Total₹96,500₹19,300₹77,200
Refund due by 23 Jun 2026, 10 days after the written application. Figures from our coaching fee refund calculator, without GST.

Three points the Act leaves open: which event starts the 10 days (the calculator counts from the written application), how to refund a student who pays in instalments (section 13(4) speaks of a student who paid in full), and hostel refunds, which section 13(4) says “shall” be made while section 6(2)(i) says the District Committee “may” direct them. Our refund calculation guide explains the formula for days and sessions.

Where must the registration show, and in what words?

Under section 9(1)(a) the owner promises to call the centre only a “registered coaching centre”, never “recognized” or “approved”, on any sign board, prospectus, letter or other communication. Section 9(1)(c) puts the tutors’ qualifications, the timetable and the fees on the website and on a notice board in a prominent place, and section 13(2) asks for the prospectus to be displayed in the premises too. The Act does not say where the certificate number itself must be printed, so the State’s rules, once made, may add to this. If a registration is cancelled or a centre closes on its own, section 6(2)(q) asks the District Committee to make sure students get their entire fee back.

What should a centre do in the next 30 days?

  1. Count students branch by branch. Each branch is a separate centre, so every branch above 100 students needs its own certificate.
  2. Collect the fire and building safety certificates and measure each classroom against 1 sq m per student.
  3. Rewrite fee plans so parents can choose at least 4 equal instalments, and drop any plan that takes the whole fee up front. The fee instalment planner splits a fee into equal parts.
  4. Publish a refund policy: pro rata for the unused period, hostel and mess included, paid within 10 days of the application.
  5. Update the website with tutors’ qualifications, courses, duration, fees, batch size, the easy-exit and refund policies and student numbers, and put the same details on the notice board.
  6. Check the timetable: at most 5 hours a day, a weekly off for students and tutors, no test the day after it and no classes in school hours.
  7. Keep test results and rank lists private, and stop splitting batches by marks.
  8. Name a counsellor, display the list of hospitals, police and helplines including 1098, and put up a complaint box. Use only the words “registered coaching centre” in signs and adverts.

Questions centres ask about the Rajasthan Act

Does the 10-day refund apply to a student paying in instalments?

Section 13(4) describes a student who paid for the course in full. The Act does not spell out the instalment case, so our calculator refunds whatever was paid beyond the value of the period used. Confirm the approach with your lawyer.

When does the 10-day refund clock start?

The Act says the refund is made within ten days but does not name the starting event. Count from the written application, keep that date on record and confirm the reading with your lawyer.

Can a Rajasthan centre publish toppers or test ranks?

Section 12(viii) keeps assessment results out of public view, and section 22 bars misleading advertisements. Keep internal test ranks private. Advertising a student’s result in a public exam also needs the student’s written consent after the result, under the CCPA guidelines of 13 Nov 2024.

Does each branch need its own registration?

Yes. Section 7(4) treats every branch as a separate coaching centre, so each branch applies for and holds its own certificate.

We already run a centre. How long do we have to apply?

Section 7(2) gives existing centres 3 months from the date the Act comes into force. We have not confirmed that date, so prepare the documents now and check the Rajasthan Gazette with your district office.

Is there a minimum age for coaching students in Rajasthan?

The Act has no age clause. The Ministry of Education’s 2024 guidelines use 16 years or passing the secondary school exam; ask your District Committee whether it applies that guideline.
